The cost of saving Oakville, Ont.’s Glen Abbey Golf Club from development may have come with a price greater than the $10 million spent on the venture. The politics involved might have come with its own price, says Stéphane Émard-Chabot, a law professor at the University of Ottawa and legal counsel for the Federation of Canadian Municipalities. When decision-making occurs behind closed doors, trouble is bound to follow, he suggests.
