Winnipeg residents wonder why city would lay sod in wintry weather

Residents of Winnipeg’s Transcona neighbourhood are scratching their heads over the city’s decision to lay sod on a boulevard during frigid temperatures of minus 15 degrees Celsius. An official with a local nursery and garden centre said the practice isn’t at all unusual for this time of year under such conditions.
