Who’s responsible for ash tree removal in Waterloo?

Dead or dying ash trees abutting Northfield Drive in Waterloo, Ont. need to be cut down at an estimated price of $1,200 per tree. But a debate has ensued as to who bears the responsibility of picking up the tab: the individual homeowner or the city.
