Windsor getting tougher against those who neglect their overgrown landscapes

What is naturalized and what is neglect?

A local bylaw in Windsor has been amended to make it easier to clamp down on those who neglect their private landscapes. Prompting the amendment has been the debate about what constitutes naturalized landscaping and neglect. The bylaw now requires hedges, bushes and trees be kept tidy and not allowed to become overgrown.
