User fees a necessary cost to maintain fields

User fees – the cost of maintaining outdoor sports facilities – aren’t always the same from one municipality to the next. “It really depends on what the recovery mandate is for the individual community,” Mary Creighton, director of recreation services for the City of Markham, said. “Each municipality has a formula to determine recovery costs so there really is no right or wrong answer.”
