City parks in Welland, Ont. are a blend of tall grass and dandelions that are in mid-bloom, as layoffs among city workers are taking a toll on maintenance practices. Due to the COVID-19 pandemic, 23 full-time and 19 casual workers were laid off at the beginning of April.
